The relationship between the Victorian Emergency Services and the Country Fire Authority was icy. While the former demanded that the CFA adhere to strict firefighting protocol, after two firefighting appliances and their crews perished, the later claimed lack of government support for training its volunteers and a lack of understanding at the ministerial level of the real needs and desperations of rural Victorians.
This spot was commissioned by the government to put out a few fires and smooth over what was already a heated media fiasco. It worked really well and warmed the hearts of more than a few city dwellers as well.
